Not sure the real reason as of right now. So I restarted my shaders and boom Campaign shaders is stuck at 7%. Multiplayer and Co-op was able to install completely but not the campaign. The fix for this is to lower your graphics to low and disable all the quality settings. The shader will start to move on up to install the shaders completely.
